Alan Wall
Country Director, Nepal
Alan Wall has over 25 years experience in electoral management and democracy development. Since July 2010 he has been Country Director for IFES in Nepal. He has been Chief of Party for IFES in Azerbaijan from 1999-2000 and in Indonesia from 2000-2004, managing a portfolio of projects. He covered electoral law and administration reform, local government reform, electoral training, judicial development, constitutional review, opinion polling, mass media development and civic education.
From 2005-2010 Wall served as Senior Advisor to Democracy International. He was Country Director for Democracy International’s local government election assistance programs in Indonesia and was an advisor to the Aceh Election Commission for the post-conflict elections of 2006. Between 2006 and 2009 he directed Democracy International’s opinion polling programs in Indonesia and implemented Democracy International’s Timor-Leste Research Development Program, developing quantitative research skills within universities and other institutions.
Prior to IFES, Wall held management positions with the Australian Electoral Commission from 1985-1994, in the fields of voter registration, election operations, systems development and audit and evaluation. He also served with the UK/Australia/Commonwealth Secretariat Technical Assistance Group advising on structures and elections for South Africa’s first fully representative local government bodies. He was Deputy Chair of the Transitional Election Commission set up by the UN’s Transitional Administration for Eastern Slavonia and the UN’s Technical Adviser to the Independent Nigerian Election Commission (INEC).
His recent consultancies, for organizations such as IMIE, Ausaid, UNDP and EISA, included reviews of: voter registration in Iraq; electoral assistance for Fiji; worldwide practices in absentee voting; potential voter registration frameworks for Ukraine; and implementation of voter registration systems in Africa.
Wall is a co-author of Electoral Management Design: The International IDEA Handbook (2006). He was the initial lead writer for the ACE Electoral Encyclopaedia’s section on Voting Operations and is currently a writer for the sections on Electoral Management and Voting Operations. In 2007 Alan held a fellowship at the Netherlands Institute for Multi-Party Democracy, designing an on-line knowledge base and co-authoring NIMD’s guide to electoral systems. He speak English, French, Italian and conversational Bahasa Indonesia.
